"US bishops have been out spoken in their objection to a federal mandate requiring religious affiliated organizations to provide birth-control coverage on their employees insurance plans." (Express-News, Thursday 31 May 12, Section B, Page 1) Try to understand the argument. The US Bishops are saying that the mandate is outside the power and authority of the government to mandate that a religious affiliated organization take action that is contrary to the religious teaching of a religious organization. It is true that an individual does not have to comply with the mandate. The issue with the Bishops is more than a question of personal conscience. It is an issue with an organization. Historical precidents: The Civil Constitution of the French government at the time of the French Revolution. The Calles Laws of Mexico at the time of the Cristero Wars. A movie aobut to come out "For Greater Glory" is about the latter. Seeing that movie might help with understanding the issue. Here is another question.
